[Coladam] PC editor help

Help! A long time ago someone here told me about a program that allows you to easily edit various configuration files on you PC. In particular, removing file names from your Add/Remove Files program found in the Windows Control Panel.

I know I've got this program somewhere on my computer, but I can't remember the name of it and can't find it. It sticks in my mind it had kind of an odd name, but I sure can't think of it.

Can anyone help?
